The City of Union City is pleased to announce that our Owner-Occupied Rehabilitation (OOR) Program—funded through the Indiana Office of Community & Rural Affairs (OCRA) Community Development Block Grant—has progressed into the contractor-selection phase. Thanks to careful project management and lower-than-expected construction costs on several approved homes, the City still has approximately $75,000–$100,000 available from this first round of funding.

Rather than return these dollars to the state, Union City will reopen the application window to assist additional qualifying homeowners.


Application Window

Now through Friday, December 15, 2025 (end of business).

Applications must be received at the Union City Municipal Building. Each submission will be date- and time-stamped upon arrival, which may be used as a determining factor if the number of qualified applicants exceeds available funds.


Who Can Apply

This program is income-based and is designed to help low- and moderate-income homeowners complete essential health-and-safety repairs. To qualify, applicants must:

  • Own and occupy their home within Union City limits

  • Meet income eligibility requirements

  • Provide all necessary documentation included in the application packet


Available Assistance

Eligible homeowners may receive up to $25,000 per property for critical home repairs. Qualifying improvements include:

  • Roof replacement or repair

  • HVAC system replacement

  • Electrical upgrades

  • ADA accessibility modifications (up to the entry threshold of the home)

These funds are grants, not loans—homeowners do not make payments back to the City.


Why Timeliness Matters

Because funds are limited and demand is expected to be high, residents are strongly encouraged to submit applications as soon as possible. If the City receives more qualified applications than available funding can support, the date/time stamp will be used to determine which applicants are included in this round.
