Union City, IN – The Union City Police Department is aware of widespread community concern and circulating rumors regarding the recent arrest and subsequent release of a known violent illegal immigrant.
On the evening of May 27, 2025, officers with the Union City Police Department conducted a traffic stop for a routine traffic violation. During the stop, the driver was identified as Marcio Osmin Romero Torres, an illegal immigrant from Honduras. A subsequent records check revealed that Mr. Torres had an active federal arrest warrant for several violent felony charges.
In accordance with our duty to protect the public and uphold the law, Union City officers took Mr. Torres into custody based on the valid federal warrant. He was then transported to the Randolph County Jail for holding and further processing.
Upon arrival, however, the Randolph County Sheriff's Department made the decision not to honor the federal arrest warrant and subsequently released Mr. Torres back into the community.

A lawful arrest was made in good faith, based on actionable intelligence and a federally issued warrant. The decision to release this individual was made solely by the Randolph County Sheriff’s Department, and we strongly object to this course of action.
The Union City Police Department has since made immediate contact with the Department of Homeland Security and continues to work closely with federal authorities in an effort to locate and apprehend Mr. Torres. At this time, the suspect remains at large and is still wanted by the federal government for multiple violent crimes.
Mr. Torres active indictment includes the following charges:
Illegal Alien Transportation, Placing Lives at Risk & Hostage Taking. If convicted the penalty is up-to and including Life Imprisonment.
We understand the concern and frustration this situation has caused and want to assure the public that our officers acted appropriately, lawfully, and in the best interest of community safety. We remain committed to transparency and to the safety of our residents.
